Looking for advice on an Adam A/H-38 Phantom Pool Cue

My brother in law gave me a few pool cues, one of them happened to be an Adam A/H-38 Phantom. The butt and arm are in good shape original wrap is in good shape. The shaft has a noticeable warp and is missing the ferrule and tip. I’m trying to figure out what I should do with it, try and sell it as is, put money into it and get a replacement shaft or do I get a carbon fiber shaft and use it. Any thoughts?
