New sticky with pool rules

I felt like rules get asked about somewhat often, so it would make sense to make a sticky for them.

I tried to find a balance between answering frequently asked questions, without just recreating the entire rulebook from scratch.

The focus is mostly be on 8-9-10 ball. One pocket gets the occasional mention, but I won't be covering straight pool, blackball, or more obscure games.

I hope it's helpful. If anyone feels like something crucial is missing, let me know. Also, I did check pretty carefully, for every ruleset, so before saying "this rule you mentioned is wrong"… double check online first.
